What kind dog collar has large wooden beads ?

About 10 years ago here in North Carolina, I dug up what looks to be a dog collar. The strap is leather with a buckle and about 14 inches long. The strap goes through 13 wooden beads,wheels,rounds? with holes, they are 1 inch wide each. It must be old because it was almost covered with earth . Any ideas what it is or what it was used for?

1. this was for dogs who hunted foxes. if the dog would chase the fox into the foxes hole it would help him not get stuck. the beads turn i think.
